Preparing World Citizens Since 1959

City Montessori School (CMS) is the world’s largest and one of India’s best school, with 22 campuses in the city of Lucknow. CMS has been ranked among India’s Top 3 Most Respected Education Brands and the top school of Uttar Pradesh (Education World magazine). The school that began with 5 children in 1959 on a borrowed capital of 300 rupees, today has over 61,000 students on its rolls from pre-primary to Class XII.

Our founders, Late Dr Jagdish Gandhi and Dr Bharti Gandhi, were inspired by the teachings of Mahatma Gandhi and Sant Vinoba Bhave. They started CMS with the vision of inspiring the upcoming generations to become socially conscious world citizens, committed to the service of humanity.

A Special Note for Team Leaders


  1. Kindly go through the brochure and fill up the registration forms for ICSQC with correct spellings of the names of the participants.

  2. No teams will be registered over phone. Kindly make sure that the Registration Form reaches the Convenor latest by 30th August 2024 along with the Demand Draft.

  3. Kindly mail an MS Excel Sheet as attachment having the school's name and address, team leader's name and names of participants along with their phone numbers at email:icsqcc@cmseducation.org.

  4. Kindly send your Registration Forms at the earliest as the rooms will be allotted on first-come-first-served basis.

  5. he organizers will be pleased to provide boarding and lodging to the teams free of cost. This also includes transportation from and to the railway station/ airport in Lucknow. This facility will be extended in case of prior information of the travel schedule.

  6. We request you to pay the Registration fee by Demand Draft payable in Lucknow in the name of 'City Montessori School, Lucknow’. The teams will be registered only on receipt of the DD.

  7. On reaching the venue, the teams must report to the Control Room / Registration Counter within an hour, and get themselves registered. Registration of teams will be open from 9:00 a.m. on 3rd December 2024. All the documents i.e. photocopy of VISA, passport and the departure schedule have to be submitted in the control room at the time of registration.

  8. We accord a special invitation to the Principal/ Head of the institution to be our Special Guest for this event.

  9. The teams are requested to bring their respective school flags (size 3 ft x 2 ft) along with them.

  10. The key of the room should be deposited at the Reception everyday before leaving for breakfast.

  11. Students must wear full school uniform at all times during the competitions. They must wear their identity badges all through the day.

  12. Team leaders are solely responsible for the safety and security of their team members during the stay. If, for any reason, any delegate is moving out of the convention venue, then it is requested that the Reception Counter may kindly be informed about it. A venue exit form must be deposited at the Reception Counter.

  13. Team leaders will be personally responsible for the conduct of the team members. All teams must abide by the rules and regulations of the convention.

  14. The teams interested in arriving before 3rd December 2024 or leaving after 8th December 2024 will have to make their own arrangements for stay. The organisers will provide boarding and lodging facilities from 3rd December to 8th December evening.

  15. Shopping trips and sight seeing may kindly be scheduled after the conclusion of the event. You may contact the travel desk for transport at nominal cost.

  16. International teams are advised to fill ‘C’ form compulsorily within 24 hours of their arrival in our International Guest House. Our staff shall guide them.

History of SQC in CMS

The History of Students’ Quality Circles in City Montessori School, Lucknow (1997- 2017)

CITY MONTESSORI SCHOOL, LUCKNOW (CMS) is the pioneer in introducing and institutionalizing the concept of Quality Control Circles in Education. The credit goes to its founder manager, Dr. Jagdish Gandhi. It was during his visit to Japan in 1992 that Dr. Gandhi first became aware of Quality Control Circles (QCC) and how Prof. Ishikawa successfully shaped them as formal groups within factories and offices, for the purpose of improving the quality of manufactured goods and services on a continuous basis. The resultant quality revolution firmly established Japan as an economic superpower after the devastation caused by the Second World War.

Dr. Gandhi thought of using Kaizen philosophy of continuous improvement and QCs’ in schools to inculcate quality awareness at a tender age in children, when minds are impressionable and the attitudes can be built. The basic aim was to ‘Catch Them Young’.

He collected literature on Quality Circles and on his return to India, he introduced the idea at the CMS Principal’s meeting. Taking inspiration from Mr. Gandhi, Dr. (Mrs) Vineeta Kamran, Principal, City Montessori School, Kanpur Road, Lucknow sought the help of Mr. P.C.Bihari and Mr. Saomi Das, the QC experts from Indian Railways to start QCs’ in her school.

SQC Jai Jagat at Hong Kong ‘1994’

CMS, with a co-operative and encouraging background, provided rich soil for experimentation. History was created when QC Jai Jagat was inaugurated on 6th August in 1993. It was the world’s youngest and the First Quality Circle at School level and gave its first Case Study Presentation at the Regional Convention on Quality Circles at Lucknow and then went on to win the Most Heart Winning ‘Case Study Award at the National Convention on Quality Circles, Kanpur organized by Quality Circle Forum of India.

After this with the encouragement, blessings and support of Shri Gaur Hari Singhania, Vice President, J.K. Organization, Kanpur, Late Dr. R.C.Agarwal, President, Quality Circle Forum Of India, it was no looking back for CMS, nothing could have been achieved without their help and each mile stone achieved by CMS in the field of QC in Academics speaks volumes of their active and whole hearted support.

The overwhelming performance by QC Jai Jagat helped them to achieve entry and participation in the International Convention on Quality Control Circles ’94 Hong Kong. It was for the first time that any student team had participated in the International Quality Circle Convention. The team was bestowed upon the Outstanding Team Award for their CSP on How to Concentrate in Studies.

QC Jai Jagat was specially invited by the Quality Circle Association of Sri Lanka for the National Convention on Quality Circles in 1995 at Colombo. The introduction of QCs’ in Education was hailed as a revolutionary development and international ‘QC GURUS’ widely welcomed it in academics.

History of ICSQCC

To propagate the Quality Circle Philosophy amongst the students world wide CMS hosted the first International Convention of Students’ Quality Control Circles (ICSQCC) in 1997.

1st ICSQCC’ 1997

To inculcate interest among the students the organisers of ICSQCC’97 introduced many streams like Paper Presentation, Circle Presentation, Collage, Debate, Poster and Slogan Making, Skit Presentation and Quality Quiz. The students, delegates participated in each stream with great enthusiasm and vigour.

2nd ICSQCC’ 1999

The 2nd ICSQCC was again held at CMS in 1999 and proved to be a landmark in the history of QCC movement. It strongly underlined the need to empower the students so that they could find solutions to their problems, develop analytical skills and channelise their creative potentials in order to meet the challenges of the new millennium.

After the success of the 2nd ICSQCC 99, Mauritius took the host flag for organising the 3rd ICSQCC under the umbrella of the International Productivity Council (IPC) and City Montessori School, Lucknow, India.

3rd ICSQCC’ 2000, MAURITIUS

The event provided an excellent opportunity to meet each other for exchanging experiences and ideas and establishing communication links for mutual benefit in bringing about quality improvement. Incidentally, the Ministry of Education has made SQCs’ compulsory in all government aided schools in Mauritius.

4th ICSQCC’ 2001, INDIA

During the year 2001, the fourth ICSQCC was organised by CMS with the participation of 2500 delegates representing 14 countries from all around the world.

5th ICSQCC’ 2002, Kentucky, USA

The Fifth International Convention On Students’ Quality Control Circles, was organised by Scott County Schools at Kentucky, USA, during June, 2002 with CMS as a supporting organisation. The Mayor of Georgetown, USA, Mr. Everette Varney honoured the founder manager of CMS, Mr. Jagdish Gandhi by presenting him with the “Key to the City of Georgetown”, during the 5th International Convention On Students’ Quality Control Circles and acknowledged him as a “true visionary and that his light has helped many children and educators to see the way for continuous improvement”. The convention was indeed the outcome of the meticulous planning and the dedicated efforts of team which must have spent several months and days to make it a grand success. It was an extremely rewarding and enriching experience for all the participants.

5th ICSQCC’ 2002, Kentucky, USA

The Fifth International Convention On Students’ Quality Control Circles, was organised by Scott County Schools at Kentucky, USA, during June, 2002 with CMS as a supporting organisation. 6th ICSQCC’ 2003, INDIA

Again the Sixth International Students’ Quality Control Circles, was organised by CMS during 16th to 19th December, 2003 in collaboration with QCI International, USA as a supporting organisation. The theme of this convention was “QCC IN ACADEMICS: Education for Head and Soul” under the aegis of QCI International, USA and Quality Circle Forum of India. All the delegates praised CMS for the global belief of World Parliament for Global Peace and Unity.

7th ICSQCC’ 2004, DHAKA, BANGLADESH

The 7th International Convention on Students’ Quality Control Circles was successfully organised by the Bangladesh Society of Total Quality Management at Dhaka, Bangladesh from 17th to 19th December 2004 in collaboration with the City Montessori School, Lucknow. The Convention aimed at focusing the spotlight on the need for adopting QCCs as an integral part of academics. It strongly underlined the need to empower the students so that they can find solutions to their problems, develop analytical skills team work, channelise their creative potentials and develop a win-win attitude in order to meet the demands of the next millennium.

8th ICSQCC’ 2005, INDIA

The 8th ICSQCC held during 2nd to 5th December, 2005 by CMS, was another great success. As many as 2500 delegates from 20 counties participated in this convention which included USA, Singapore, Japan, Malaysia, Iran, Qatar, Indonesia, Sri Lanka, Pakistan, Nigeria, U.K., Kuwait, Germany, Nepal, Bangladesh, Turkey, Philippines, Hong Kong, Switzerland and India.

9th ICSQCC” 2006, COLOMBO, SRI LANKA

The 9th ICSQCC was yet another landmark in the QCC movement which was organised, inspite of all odds, after the tragic incident of Tsunami which had rocked Sri Lanka completely.

10th ICSQCC,2007

The 10th International Convention On Students’ Quality Control Circles (ICSQCC) was organised at City Montessori School, Kanpur Road Campus, Lucknow, India, from 28th November to 1st December, 2007. It was organised under the aegies of Quality Circle Forum of India and World Council For Total Quality and Excellence In Education. The 10th ICSQCC celebrated a decade of Quality and Excellence, with its very inception during the year 2007.

The opening programme organised on the 28th evening, took off with a flying start on the arrival of the Chief Guest, Prof. Mary Stuart, Dy. Vice Chancellor, Kingston University, London. Over 2500 delegates participated at the convention to celebrate the DECADE OF QUALITY CIRCLES IN EDUCATION with the launch of the 1st ICSQCC way back in 1997.

The CMS at Kanpur Road Branch has a fully functional student’s QC Academy affiliated to QCI International, USA which regularly conducts QC Training Programmes, integrated with TQE (Total Quality In Education) at National and International Levels. It has established QC’s at various schools in Sri Lanka, Mauritius, and Bangladesh besides various schools in India, under the ongoing Training modules of the QC Academy.

CMS INITIATIVES WITH KINGSTON UNIVERSITY, UK

DR. (MRS) Vineeta Kamran and Mr. P.C. Bihari, Hon. Director were invited by Prof. Stuart Mary, Dy. Vice Chancellor, Kingston University and Prof. Richard Ennals, Chairman, World Council For Education in World Citizenship and Board member, UK National Commission for UNESCO, to deliver GUEST lectures at the Kingston University and Hampton Community College, London.

The visit proved to be a great success and led to a greater collaboration between City Montessori School, Lucknow and World Council For Education in World Citizenship.


The Council for Education in World Citizenship intend to open a new office at City Montessori School Kanpur Road Campus, Lucknow. Links between CEWC and CMS, Lucknow date back to 1974, when Mr. Jagdish Gandhi, founder manager of CMS, Lucknow, organised a conference in London with assistance from CEWC. Today CEWC co-ordinates the UNESCO Associated Schools Project Network in Education for International Cooperation and Peace, in the UK. The dedication, dynamism and leadership of Prof. Richard Ennals has strengthened the Network and this is growing wider day by day.

CMS at ICQM, Tehran, Iran

Innovative Representation of CMS at International Conference of Quality Managers (Icqm), Tehran, Iran

Dr. (Mrs) Vineeta Kamran, Principal, City Montessori School, Kanpur Road Campus delivered a KEYNOTE ADDRESS at the 8th International Conference of Quality Managers (ICQM), the largest quality conference of the world with five thousand attendees, broadly supported by 45 international and national quality organizations from 35 countries at Tehran from July 14-18, 2007. It was organised by the Iranian Society of Quality Managers (ISQM), with the theme, “Quality Managers and the Management Challenges in the 21st Century” under the dynamic leadership of Mr. Hesam Kashfi.

The theme of Dr. Kamran’s address was “Transforming Education: Towards Developing Total Quality Persons”, which emphasises the crux of the philosophy of City Montessori School, Lucknow. Her presence in Iran was a historic event and the large audience of about 4230 adjudged her as one of the THREE best speakers in both the sessions during the conference.

City Montessori School, Lucknow and the World Council For Total Quality and Excellence In Education, look forward to developing more and more associates and collaborations towards the spread of Quality for World Peace and Total Quality Management in Education as an Initiative to develop Total Quality Person (TQP).
